The Government Health Service Commission is inviting applications from suitably qualified serving officers, for the following vacancies existing under the establishment of the Ministry of Health:
VAC REF NO.70 (a)/24
Post: Chief Epidemiology Officer
Grade: HF
Salary: Within Grade F Government Salary Segment
Location: Public Health Institute of Malawi (PHIM)
Reporting to: Deputy Director of Preventative Health Services (Epidemiology)
Qualifications
Applicants must be serving Principal Epidemiology Officers (Grade G) with a minimum of four (4) years’ work experience in that post and must have a Bachelor’s Degree in Epidemiology or Public Health. Those with a Master’s Degree in relevant field will have an added advantage.
Duties:
- Leads in the development of policies, strategies, guidelines and protocols on the prevention and control of diseases.
- Coordinates in the research and surveys of HIV/AIDS, Malaria and any diseases/conditions
- Provides expert advice on matters relating to disease outbreaks and control of diseases
- Leads in the development of systems for monitoring and evaluation of Integrated Disease Surveillance and Response (IDSR) programmes
- Ensures that effective database on Integrated Disease Surveillance and Response (IDSR) programmes and interventions is maintained
- Contributes to the development of in-service and post-basic training programmes for IDSR.
- Provides technical support to zones and districts IDSR
- Contributes to policy development, analysis and review in the MOH.
- Contributes to the implementation and evaluation of national health policies within the MOH.
- Prepares annual reports and other reports on the unit performance.

Post: Chief Hospital Administrator
Gradę: F
Salary: Within Grade F Government Salary Segment
Location: Zomba Central Hospital
Reporting: Hospital Director
Qualification
Applicants must be serving Principal Hospital Administrator (Grade G) with a minimum of four (4) years’ work experience in that post.
Duties:
- Coordinates delivery of Health Services within the hospital as well as provide multi sect oral co-ordination with partner institutions.
- Responsible for budget formulation, implementation and expenditure control.
- Coordinates with project Managers and Heads of Departments on planning and implementation of projects in liaison with the Ministry of Health.
- Oversees procurement of goods and services for effective and efficient delivery of health care services.
- Provides central liaison role to the hospital and assume advisory role to Health Management Team by interpreting and enforcing Government/Ministry of Health’s policies.
- Supervises management of transport services to effectively support delivery of health services.
- Ensures that infrastructure and medical equipment are in good order and working condition through preventive maintenance in conjunction with the Physical assets management Division.
- Initiates adequate provision of hospital equipment, machines, drugs, linen, foodstuffs for patients and other related supplies.
- Encourages initiation of various committees as a necessary management tool to enforce collective decision making and accountability.
- Liaises with Human Resource Office to ensure availability of adequate health workers for optimum delivery of services.
- Enforces performance management system through regular appraisals with technical assistance from Human Resource to increase staff motivation and ensuring equitable reward and compensation.

Post: Chief Clinical Officer
Grade: F
Salary: Within Grade F Government Salary Segment
Location: Curative and Rehabilitation Services Department
Responsible to: Deputy Hospital Director, Clinical (Grade E)
Qualifications
Applicants must be serving Principal Clinical Officer (Grade G) with a minimum of four (4) years’ work experience in that post and must be those serving in Central Hospitals.
Duties:
- Performs timely and effective management of patients, with various diseases/conditions including handling emergencies.
- Performs minor and selected major operations without supervision.
- Conducts ward rounds and scheduled outpatient clinics as well as be on-call for clinical duties
- Provides clinical instructions and supervision to students, interns and other junior clinicians.
- In liaison with Head of Department, ensures minimum standards for provision of clinical care are available and adhered to.
- Conducts clinical audits in liaison with head of department. Participates in implementation of infection prevention and control protocols/guidelines.
- Participates in in-service training of various cadres of health professionals.
- Take part in formulation of hospital annual implementation plan as well as work plans for staff in the department.
- Ensures correct and complete recording of patient data on regular basis and usage of the same to improve service delivery. In liaison with head of department, ensures there is a plan for continuous professional development of clinicians.
- Participates in research, both operational and clinical aimed at informing evidence based clinical decisions.

Post: Chief Medical Officer
Grade: F
Salary: Within Grade F Government Salary Segment
Location: Queen Elizabeth, Kamuzu and Zomba Central Hospitals.
Reporting to: Deputy Director Clinical Services
Qualifications
Applicants must be serving Principal Medical Officer (Grade G) with a minimum of four (4) years’ work experience in that post, and must be serving in Central Hospitals. Those with a Master’s Degree in a relevant discipline will have added advantage.
Duties:
- Performs Clinical work at the hospital of department including support /assisting junior Clinicians (Doctors, Clinical officers) in managing various medical and surgical conditions, in line with National Treatment guidelines and protocols.
- Evaluates/Reviews patients referred to him/her by junior clinicians during ward rounds and /or out-patients.
- Conducts major and minor surgical producers of general surgery and gynecology/obstetrics.
- Responds to emergency even after normal working hours, as necessary.
- Participates in planning and implementation of disease surveillance protocols.
- Prepares and monitors the call clinical rota for the hospital or department at a central hospital.
- Ensures smooth implementation of, and strict adherence to minimum. Standards of Clinical Services including inf4ction prevention guidelines.
- Enforces professional conduct and work ethics (discipline) among clinical staff at hospital or department, and that the staffs are always dressed in appropriate uniform and look presentable.
- Supervises clinical staff and implementing practical on the job training and skill development programs as part of continuous professional development for staff.
- Supervises clinical staff on internship assigned to the hospital or department (i.e Doctors, Clinical Officers, Medical Assistants, etc).
- Prepares training proposals for Clinicians/Nurses based on gaps identified in clinical knowledge and skills.
- Provides instructional lessons to Nursing, Medical/Clinical students on practical attachment.
- Monitors and utilizes data generated by the Health Management Information System (HMIS) in the hospital or department to determine prevalence and trends.

Post: Dental Officer
Grade: I
Salary: Within Grade I Government Salary Segment
Location: Kamuzu Central Hospital
Qualifications
Applicants must be serving Dental Technicians (Grade J) with a minimum of four (4) years’ work experience in that post and be registered with Medical Council of Malawi.
Duties:
- Assists Dental Surgeon if at a Central hospital in performing dental clinical activities,
- Provides comprehensive preventive and curative dental care,
- Assists the Dental Surgeon in conducting dental disease surveillance,
- Orients and supervises interns and trainee dental technicians in the dental department,
- Initiate programs that promote community involvement and participation in oral health activities,
- Conducts community outreach programs,
- Plans, establishes and monitors curative and preventive oral health services and administrative structures,
- Works with colleagues, clients and others cordially and according to medical ethics.
- Recognizes emergency dental conditions and manage them accordingly,
- Performs minor dental and maxillofacial operations and assist dental surgeon in major operations,
- Provides clinical instructions to interns, clinical students, student nurses and staff members assigned to the department,
- Plans and conducts or facilitates in-service trainings, workshops, seminars and short trainings for staff members and teaches pre- service clinical and nursing students
- Develops research proposals, seeks funding, leads research teams and uses research findings to improve the delivery of the services concerned,

Post: Senior Nurse Midwife Technician
Grade: J
Salary: Within Grade J Government Salary Segment
Location: Kamuzu Central Hospital
Qualifications:
Applicants must be Nurse Midwife Technicians (Grade K), serving in Central Hospitals, with a minimum of four (4) years’ work experience in that post and must be registered with the Nurses and Midwives Council of Malawi.
Duties:
- Provides direct nursing/midwifery care to all patients with health problems and uses nursing/midwifery process to assess, plan, implement and evaluate nursing/midwifery care.
- Builds therapeutic relationship with patients, their relatives and fellow health workers.
- Observes patient’s condition, progress and documents findings and implementations.
- Evaluates care given to patients and takes appropriate action.
- Conducts Health Education to communities.
- Controls and monitors resources individuals, families and

- Assists in rehabilitation of patients through the application of principles of deformities, range of motion and body alignment.

- Provides basic nursing/midwifery care such as bed bath, wound care and feeding of patients.
- Provides adequate staff coverage in the ward.
- Conducts nursing/midwifery rounds and participates in doctor’s ward rounds.
- Provides proper handover of all patients.
- Documents and maintaining accurate and complete record of all information pertaining to all nursing/midwifery care activities performed.
- Conducts ward meetings periodically.
- Adheres to code of ethics.
