Lilongwe Catholic Health Commission (LLCHC) is the Social and Health Arm of the Catholic Archdiocese of Lilongwe. It ensures that the health services that the Catholic Church provides in the Archdiocese are accessible to the rural masses and the quality of care being provided is in line with professional standards and in the footsteps of Jesus Christ the founder of the Healing Ministry. The Archdiocese covers seven districts of Lilongwe, Kasungu, Dowa, Ntchisi, Nkhotakota, Salima and Mchinji.

LLCHC champions the following two major tasks, mandates and operations:

  • Coordination of health services at its 17 health facilities.
  • Coordination of community health programmes such as HIIV/AIDS, Nutrition, Tuberculosis, Sexual and reproductive health, Early Childhood Development, Malaria, OVC, Maternal and Child Health, Water Hygiene and Sanitation, School Health COVID 19 Response Mechanism and Gender Based Violence among others.

Lilongwe Catholic Health Commission (LLCHC) seeks qualified Malawian candidates for the USAID funded Ana ndi Achinyamata Patsogolo (ANAPA) Project being implemented by Project Hope Namibia (PHN) with Lilongwe Catholic Health Commission as a Sub partner. The project aimed at preventing new HIV infections and improving the health well-being and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV

We are looking to fill the following position:

Monitoring Evaluation & Learning (MEL) Officer (1)

Position: Monitoring Evaluation & Learning (MEL) Officer
Duty Station: Lilongwe
Reporting to: MEL Specialist
Supervises: Data Entry Clerks (DECs)
Minimum Hours of Work: 40 hours per week

Job Summary:
The District Monitoring, Evaluation, and Learning Officer will ensure the district MEL-specific activities are executed as expected. S/he will conduct data analysis and advocate for data usage for performance measurement of HIV Prevention services within the district. Train and mentor cluster and health facility-based data clerks, CCWs district and other health workers on monitoring and evaluation. Support MEL activities at all project sites and Catchment areas. He/she will be responsible for the district’s overall data management with guidance from the MEL Specialists.

Duties and Responsibilities

  • Collaborate with District Team Lead (DTL) to ensure timely data collection, analysis, and reporting for the project.
  • Support MEL activities at all project sites within the district, including training, DOAS
  • Conduct site visits to support, validate and verify all project data at the site and catchment level with cluster and facility based DECs.
  • Compile and submit weekly, monthly, quarterly, and annually to DTL and MEL team at the National Level.
  • Coordinates routine data verification processes with catchment based DECs to ensure completeness, cleanliness, and accuracy, resolving discrepancies using standard procedures or addressing discrepancies in source documents.
  • Verifies entered client/beneficiary data by reviewing, correcting, deleting, or re-entering data; eliminates data duplication per DHIS Tracker data quality rules.
  • Regularly test DHIS Tracker system changes and upgrades by inputting new data and reviewing output in collaboration with Project HOPE’s MEL personnel.
  • Serves as Point of Contact for DHIS2 Tracker and other MEL-related activities for the district.
  • Attend project-related and district data review meetings.
  • Is part of the District’s Continuous Quality Improvement/ Management (CQI/M) team.
  • Analyses data routinely and prepares a progress-to-target report for the District Team and other field staff as necessary.
  • Support Research Knowledge Management and learning advisor in organising data collection at the district level.

Qualifications and experience required:

  • A Bachelor’s Degree in Public Health, Epidemiology, Statistics/Applied Mathematics and Statistics or related fields with at least 3 years of related work experience in M&E, data management and analysis in the health sector.
  • Previous experience in DREAMS and OVC programs is an added advantage.
  • Proven ICT skills in Microsoft Office and Database management on at least one of the following: Excel, EPI info, SPSS, SAS, STATA, Power BI and web-based databases.
  • Possess excellent communication, training, and facilitation skills.
  • Typing and data entry skills, attention to detail, confidentiality, thoroughness, decision-making, independence, analysing information, results-driven, motivated.
