Job Purpose
The Monitoring, and Evaluation Officer will be responsible for establishing and implementing monitoring systems to promote evidence-based decision-making, programme and project performance, and internal management. The M & E Officer will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. S/he is responsible for coordinating monitoring, evaluation, research, and knowledge management related to multi-purpose cash transfers, nutrition, crisis modifier and coordination. The M & E Officer will be reporting to the ECHO- HIP Malawi Drought Response Project Manager while working very closely with Field facilitators.
The overall objective of the ECHO HIP Malawi Drought Response Action is to provide safe, locally-led and climate sensitive multi-sectoral assistance to affected individuals (men, women, boys and girls) vulnerable to climate induced-shocks and stresses through accountable and context responsive programming in Zomba and Machinga. The specific objective is to contribute to meaningful households’ ability to meet food needs, using sustainable positive coping strategies.
The Action funded by the European Commission working with International and Local NGOs implementation consortium leverages the expertise of financial service providers and relevant government coordination structures to deliver climate-sensitive multi-purpose cash transfers, nutrition, crisis modifier and coordination working closely with the NGO Humanitarian Committee. The Action will be implemented by SHA in Zomba and Machinga.
Duties and responsibilities
- Develop tools/methods/database to capture research/assessments, monitoring and evaluation, together with ECHO HIP Malawi Drought Response Project Manager and Agriculture and Livelihoods Programme manager
- Undertaking specific research/assessments and data collection on aspects we seek to review and strengthen our drought response approaches
- Supporting data collection, ensuring all data are gender disaggregated, appropriately captured and stored in a timely manner, including regular field visits to monitor processes and outputs.
- Analysing data and collaborate with the rest of the project team – and stakeholders – to discuss orientation of the intervention and to evolve approaches
- Responsible for updating, implementation and oversight of the Malawi Drought Response projects’ monitoring framework with project team and stakeholders.
- Responsible for collecting and documenting key learning points from pilot activities coordinating knowledge capture, as well as appropriate dissemination. This includes facilitating learning reviews and document lessons for internal/external sharing and cross-learning, contribute to sectoral learning events with SHA Malawi team.
- Lead the process of baseline, beneficiary registration, user satisfaction surveys and management responses.
- Monitor reports deadlines and support management with the preparation of donor reports to ensure compliance with key programme indicators and objectives, contribute to accountability to communities and stakeholders.
- Support in the development of improved information management systems and photo gallery within the programme
- Build capacity of SHA project staff, and relevant government, local CSOs and community partners on M&E related issues.
- Work closely with the SHA National Monitoring, Evaluation and Learning Manager and be an active member of the M & E technical working group.
- Through the national MEAL working group ensure that project learning is shared.
- Working with the safeguarding focal point for each project, ensure that safeguarding reporting channels are promoted, and community feedback is reviewed and responded to and incorporate into programme implementation.
- Perform any other duties that may be assigned to him/her from time to time.
Minimum Requirements
- At least a BSc degree in Agriculture, Nutrition, Social Science, M & E, Community Development, or any related field.
- Experience with both quantitative and qualitative methods; this should include survey development
- Extensive experience of targeting and working with disadvantaged people in Malawian society.
- Practical knowledge and experience in use of a wide range of M&E tools including participatory methodologies and use of statistical packages like Kobo, GIS platforms, SPSS, ACCESS, STATA.
- Analytical thinking, problem solving and decision-making ability
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
- Excellent written and verbal communication skills, in English and Chichewa,
- Demonstrable understanding of safeguarding risks and mitigating actions.
- Proven ability to work under pressure and meet tight and competing deadlines.
- Good planner and ability to deliver results
Knowledge and Experience:
- Minimum of a Diploma in agriculture, community and rural development or other relevant disciplines with at least 3 years of relevant experience. Degree in any related field will have an added advantage.
- Good knowledge and understanding of key aspects of development work; including cash transfers, nutrition, crisis modifier and livelihood security, cross-cutting themes (e.g. gender, environment, HIV and AIDS), and integration of climate change response in development programming.
- Demonstrable experience and skills in extension delivery systems, communication, community mobilisation and participatory approaches.
- Knowledge of production agriculture and extension and nutrition work is a must.
- Willingness to live in the targeted community areas and able to speak Chichewa fluently.
- Conversant with nutrition programming
- A good community mobilizer with strong organizational skills
- High level of integrity and high standards of personal conduct.
- Motorcycle riding experience with a valid riding license.
- An excellent team player who employs a flexible work approach
- A keen interest in rural development and community initiatives
