The Public Procurement & Disposal of Assets Authority (PPDA) was established by an Act of Parliament to regulate the procurement and disposal of Public Assets in Malawi. PPDA mission is to provide a professional, efficient, and effective regulatory, monitoring and oversight function on all public procurement and disposal matters. To accomplish its mission, PPDA is inviting applications from suitably qualified and experienced candidates to fill the following vacant position.

Job Title : Monitoring and Compliance Enforcement Officer
Grade: PPDA 7
Department : Regulatory Review Monitoring and Compliance
Location: PPDA Offices, Lilongwe

Purpose of the Job

Reporting to the Chief Monitoring and Compliance Enforcement Officer, the Monitoring and Compliance Enforcement Officer will be responsible for assessing and determining the status of compliance to legal provisions of the Procurement Act

Key Duties and Responsibilities

Specifically, the Monitoring and Compliance Enforcement Officer will be required to perform the following duties and responsibilities:

  • Developing and preparing monitoring plans and programmes
  • Conduct procurement prior reviews on PDEs submissions for approvals
  • Carrying out Procurement and assets disposal audits
  • Identify common compliance issues, their causes and recommended solutions
  • Undertaking institutional compliance verification and assessments
  • Monitoring and assessing the overall functionality of the Public Procurement System
  • Development and maintain good working relations with PDE’s to promote efficiency and effectiveness
  • Ensure that alleged procurement and disposal malpractice are promptly and thoroughly investigated
  • Prepare compliance status reports of entities procurement and disposal activities with legal requirements
  • Prepare periodic Performance reports
  • Any other duties assigned from time to time

Qualifications and Experience

Applicants must have a degree in either Procurement, Purchasing and Supply, Supply Chain Management, with at least three (3) years’ experience in procurement. Must be a Member of MIPS.

Requisite Knowledge, Abilities and Skills

  • Good knowledge of Malawi Government’s public procurement and disposal policies.
  • Sound understanding of contract law, fair trading practices, freedom of information and applicable legislation.
  • Good Computer literacy
  • Excellent knowledge of procurement tools such as e-Tender systems and contract management systems.
  • Ability to lead a multi-disciplinary team of professionals Strategic Management, analytical and interpersonal skills
  • Strong communication and organizational skills, versatility, ability to multi-task and meet deadlines.
  • Ability to work as a team member with leadership skills for coaching and developing employees.
  • Computer literacy is necessary.
