The Malawi School of Government (MSG) is a unique higher education Statutory Corporation established through Act of Parliament No. 33 of 2022. Our primary mission is to play a pivotal role in shaping Malawi’s present and future by developing and delivering human resource development programmes and enhancing the capacity of the public and private sectors through education and training, research, consultancy, and advisory services. MSG invites suitably qualified, highly motivated and agile candidates to fill the following positions existing at its secretariat and both at Kanengo Campus (formerly Malawi Institute of Management) and Mpemba Campus (formerly Staff Development Institute):

PROCUREMENT AND ASSET DISPOSAL MANAGER – SECRETARIAT

Job Summary: To provide leadership and coordination in procurement and disposal activities for the School.

Key Duties and Responsibilities

Management

  1. Develop, review, implement and monitor procurement and disposal policies, plans, strategies, programmes, systems and procedures to optimise the procurement process.
  2. Advise management on procurement and disposal processes.
  3. Manage supplier relationships and evaluate supplier performance to ensure quality, delivery, and cost requirements are met.
  4. Collaborate with internal stakeholders to understand their procurement needs and provide guidance and support throughout the procurement process.
  5. Monitor and analyse market trends and industry best practices to ensure the organisation remains competitive in terms of pricing and quality.
  6. Ensure compliance with all relevant laws, regulations, and ethical standards related to procurement activities.
  7. Manage, mentor and supervise a team of procurement professionals, providing guidance and support to ensure they meet performance expectations.

Procurement and disposal

  1. Coordinate preparation of Procurement Notices for advertisement with the media.
  2. Prepare tender documents, pre-qualification, and contract documents and administer procurement contracts.
  3. Coordinate inspection of goods and equipment supplied or to be supplied.
  4. Prepare mandatory evaluations and general reports.
  5. Identify cost-saving opportunities and negotiate favourable terms and pricing with vendors.

Records Management

  1. Maintain Procurement and Disposal of Assets Information System.
  2. Develop and maintain procurement records, reports, and documentation to ensure accuracy, completeness, and compliance.
  3. Conduct performance ratings and supplier appraisals for all suppliers of goods and services.

Secretarial Services

a. Serve as Secretary to the IPDC.

Qualification and other attributes:

  • Master’s degree in Procurement and Supply Chain Management, Procurement and Logistics Management or related fields from an accredited or recognised institution by the National Council for Higher Education.
  • Qualified Member of the Chartered Institute of Purchasing and Supply (MCIPS)
  • Must be a fully paid-up member of the Malawi Institute of Procurement and Supply (MIPS).
  • Must have no criminal record and corruption charges and should not be answering any related charges.
  • 5 years of relevant experience.
