CEPA in partnership with WASTE Advisers is implementing a three-year food systems project ‘Promoting Organic Systems of Soil Improvement to Build a Lasting Economy’ (POSSIBLE) with funding from the European Union. The project seeks to promote sustainable and resilient food systems through demonstrative research and advocacy on waste-to-compost systems for improving soil health and waste management in Lilongwe and Blantyre.

CEPA therefore seeks to fill the following positions under the project:

MONITORING AND EVALUATION OFFICER

Location: Blantyre

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. He/She will facilitate the development of a systematic monitoring framework to manage the qualitative and quantitative evidence gathered by the project. He/She will also provide technical assistance to the implementing partners, particularly in relation to monitoring, evaluation, documentation, learning and reporting issues.

Duties and Responsibilities:

  • Setting up project and institutional M&E systems for project and institutional outputs, outcomes and impact monitoring;
  • Coordinate the implementation of the project M&E systems with project partners including technical assistance to project partners in reviewing and analysing their M&E frameworks;
  • Conduct monitoring visits to project implementing areas;
  • Conduct data collection and analysis for policy research and analysis in food systems and circular economy for policy influence;
  • Facilitate regular data quality assessments for the project;
  • Facilitate the development of a policy advocacy plan for food systems and green economy;
  • Mobilising and coordinating CEPA partners and stakeholders to generate data relevant for food systems and circular economy policy processes; and
  • Developing and implementing communication strategies for the project.

Required Qualifications:

  • At least a university degree in Statistics, Demographics, Public Policy, International Development, Economics, or related field. An Advanced qualification in M&E, statistics or economics is preferred;
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages;
  • Experience in strategic planning and performance measurement, including indicator formulation, target setting, reporting, database management, and developing M&t and performance monitoring plans;
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies; and
  • Ability to work in a team, manage multiple priorities and work under tight deadlines.
