I-TECH Malawi
The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens. I-TECH Malawi provides technical assistance to the Malawi Ministry of Health and its partners to support human resource development, health systems strengthening, HIV care and treatment, and HIV surveillance for epidemic control.
I-TECH has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Program Officers and Public Health Fellows. The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle. I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

HIV Technical Officer (G2G Cooperative agreement)
Job summary
The Technical officer will work under the supervision of the team lead and is responsible for managing the HIV Prevention, care and Treatment performance in non-partner supported sites in Dedza and Ntcheu. He/She will be responsible for mentorship hand building the capacity of technical staff, establishing clear systems and protocols to ensure that HIV/TB Prevention and treatment services are of quality and meet MOH and PEPFAR standards. S/He will provide key technical guidance towards implementation of the cooperative agreement, working closely with the Directorate of HIV, Viral Hepatitis and STis, District Assembly Leadership Team, District Medical and facility teams to improve HIV/TB Prevention and Treatment key performance indicators which are aligned MOH and PEPFAR’s strategic priorities.
The technical lead will develop and lead a dynamic team responsive to meeting ambitious targets, technical and operational excellence.
Main Duties and Responsibilities
- Provide technical guidance on the implementation of the G2G CoAg, guided by national policies and strategies, development of the technical aspect of the annual and quarterly work plans monitoring facility performance, compiling technical reports, developing technical proposals and disseminating findings
- Alongside the district team, ensures training for technical staff to strengthen their skills HIV/TB Prevention, HIV testing, Care & Treatment for facility and community services, routine data collection and reporting and other relevant areas
- Evaluate progress and identify gaps in providing quality comprehensive HIV/TB services
- Identifies promising practices and designs innovative approaches to support delivery of high-quality services while improving
- Monitors quality of care, ensuring adherence to SoPs, designs and implements quality improvement initiatives
- Participates in the development, dissemination, availability, utilization of policies to facility teams to support HIV/TB prevention and treatment service delivery
- Ensure availability of data reporting tools and ensures timely submission of tools
- Performs other duties assigned by the Team lead
Knowledge, Skills, Abilities and Requirements
- A degree in health/medical related field.
- The officer should be a licensed practitioner with a health regulatory board and a certified HTS.
- Currently working within the Government of Malawi will have an added advantage.
- Thorough understanding of the functioning of Malawi health delivery systems, current health sector programs, HIV program policies, strategies, guidelines and SoPs.
- Demonstrated technical leadership skills
- Management and implementation experience of HIV prevention, care and treatment services and key performance indicators
- Trainer in HTS, ART, PMTCT and other HIV prevention interventions
- Experience in capacity building of health care workers in HIV testing, Care & treatment
- Experienced mentor and supervisor in HIV services
- Ability to exercise good judgment and decision making
- Demonstrated ability to enhance effective professional partnerships
- Strong initiative, ability to develop and carry out work plans, and demonstrated skills for solving problems independently.
- Highly organized, meticulous and reliable.
- Good interpersonal skills.
- Excellent oral and report writing and presentation skills. Proven ability to write high quality scientific/management documents
Educational Qualifications
Applicants must be in possession of a certificate in Community Midwifery from a recognized university/institution. Applicants must be registered with Midwives Council.
