The National Library Service Board (NLS) is a Statutory Corporation established under the National Library Service Act of 1967. It operates nationwide public library and information services in Malawi currently within 16 branches. The statutory responsibilities are to promote, establish, equip, manage, maintain, and develop libraries in Malawi. The mission is to ensure that people of Malawi have access to educational, training, recreational, and information materials for national development whilst the vision is to “become a centre of excellence for information and knowledge”

National Library Service is seeking qualified and highly motivated individuals to fill the following vacancies at the institution:

JOB TITLE : Deputy National Librarian (Deputy CEO) (Re-advertisement)

Duty Station: National Library Service Head office, Lilongwe

Reporting to : National Librarian

Job Summary

The Deputy National Librarian (DNL) operates as the Deputy Chief Executive Officer of the organization and is part of the Executive Management. The DNL reports to the National Librarian and assiasts in overseeing the day-to-day administration of the National Library Service and ensures that its goals are met.

Main Duties and Responsibilities

These will include:

  1. Supervising and coordinating activities of Branch Libraries and Departments;
  2. Advising the National Librarian on professional and administrative matters of the institution;
  3. Coordinating the development and review of policies, strategies, projects and programmes;
  4. Facilitating the development and review of budgets;
  5. Coordinating implementation of financial, procurement, administrative and other core activities in accordance with the Board’s mandate, good practice and legal provisions;
  6. Fostering a culture of high performance and continuous improvement among staff and ensuring that the Board has a skills development plan and a functional performance management system;
  7. Mobilising resources to support the operations of the National Library Service;
  8. Appraising staff under his/her supervision in accordance with available policies and regulations;
  9. Monitoring the efficient, effective and economical utilization of the Board’s resources; and
  10. Carrying out any assignment as delegated by the National Librarian from time to time.

Qualifications and Experience

  • Minimum of Master’s Degree in Library and Information Science from a recognized institution of higher learning.
  • Those with a first degree in Library and Information Science and a Master’s in Business Administration, Strategic Management, and General Management will be considered.
  • 5 years of working experience at senior management level.

Appointment and Remuneration

The successful candidates will be offered performance-related contracts of three (3) years renewable based on satisfactory performance with competitive remuneration commensurate with qualifications and experience.
