PROGRAM MANAGER, HUMANITARIAN ASSISTANCE

Position Description

The Program Manager, Humanitarian Assistance will be central to CARE Malawi’s disaster preparedness and response, humanitarian partnership platform, including ongoing partnerships with the Government of Malawi and other actors in the emergency assistance and early recovery space. This role will work through the Humanitarian Partnership Platform (HPP), and will be the key to elevating CARE Malawi’s voice and thought leadership in Anticipatory Action platforms, providing evidence-based solutions within a community of practice to mitigate the impact of climate induced disasters.

The Humanitarian Assistance Manager should be an agile manager with good data analytical skills, assisting in building a truly locally led and driven approach to resilience strengthening and disaster risk reduction in the face of protracted shocks, stresses and systemic constraints in Malawi.

Specific duties and responsibilities include the following:

• Manage and oversee the implementation of humanitarian relief and recovery programming through the HPP, targeting vulnerable populations in Malawi and ensure programs are on time, on scope and on budget.
• Ensure all CARE Malawi administration, logistical, human resources and financial procedures are followed in relation to implementation of humanitarian grants through the HPP.
• Work closely with the MEL team to ensure that all essential program, organizational metrics, and lessons learned are being adequately captured
• Proactively build strategic partnerships and representation with Government of Malawi ministries, agencies and departments as relevant.
• Connect and productively engage with peers and donors in the Humanitarian Assistance, Resilience and Early Recovery spaces in Malawi.
• In collaboration with CARE Malawi Knowledge Management team and HPP members, pivot surveys as appropriate to generate learning and outcome harvests from humanitarian assistance interventions. It is expected that research will anchor evidence-based thought leadership.
• Develop and update good quality anticipatory action plans that effectively inform partnerships, new initiatives, influence donor conversations and result in high impact response actions.
• Develop and disseminate periodic updates of landscape narrative documents from research, surveys, outcome harvests, position papers, etc, with relevant partners and stakeholders within Malawi as we as externally, as appropriate.
• Coordinate programming of CARE Malawi-led HPP, ensuring the platform members are a central to all CARE Malawi Humanitarian Response design and implementation.

Required education and experience:

• Bachelor’s Degree in Development Studies, or related field preferred.
• 4 years of experience in the humanitarian/emergency assistance landscape in Malawi.
• Comprehensive understanding of humanitarian donor ways of working and funding mechanisms required
• Previous experience in writing humanitarian response proposals and rapidly designing emergency response programs.
• Thorough understanding of the context and current environment in Malawi preferred.
• Proven managerial or team leadership skills, demonstrated ability to function as a solution-seeker and the ability to function as a team player among peers.
• Effective verbal and written communication, multi-tasking, organizational, prioritization skills are necessary.
• Experience in working effectively and respectfully with Government of Malawi Ministries, Agencies and Departments, private sector, INGO and NGO partners in emergency response context.
