VACANCY: DIRECTOR OF MAINTENANCE

The Roads Authority (RA) was established by the Roads Act No 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.

The Roads Authority (RA) is now inviting applications from suitably qualified Malawians to fill the following vacant position of Director of Maintenance tenable at its head office, Functional Building in Lilongwe.

The role of the Director of Maintenance is to provide leadership in the management of all maintenance (routine, emergency, periodic and backlog) activities carried out by the Roads Authority including procurement, implementation, evaluation and monitoring, and liaison with stakeholders.

The Director of Maintenance reports to the Chief Executive Officer and is specifically responsible for:-

  1. Coordinating and liaising with key stakeholders and agencies involved in maintenance activities including the Ministry of Transport and Public Works, the Ministry of Local Government and Rural Development, District and Urban authorities and Financiers;
  2. Participating in the development of standards for maintenance projects;
  3. Managing the procurement, monitoring and assessment of contractors and consultants for maintenance projects;
  4. Participating in the formulation of Annual National Roads Programmes,
  5. Managing the implementation of annual maintenance programmes and emergencies;
  6. Managing maintenance contracts and
  7. Preparing periodic reports.

The desired candidate must have the following qualifications, experience, knowledge, skills and abilities:-

  1. A Bachelor of Science Degree in Civil Engineering from a recognized University;
  2. A Master’s Degree in Civil Engineering related field;
  3. Must be a registered Engineer with a minimum of seven (7) years proven experience in the road sector and five (5) years’ experience in a management position;
  4. Sound strategic thinking and result oriented;
  5. Ability to manage and motivate staff;
  6. Good interpersonal and customer service skills;
  7. Leadership skills and
  8. Analytical and problem solving skills.
