INVITATION TO TENDER FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO DESIGN AND SUPERVISE THE CONSTRUCTION OF ACCESS ROADS
PROCUREMENT REFERENCE NO. 130/NCB/EM/MoL-01

1.0 The Government of the Republic of Malawi, through the Ministry of Lands, has budgeted funds and intends to apply part of the proceeds of these funds towards the cost of Design and supervision of Construction of access roads.

2.0 The Chairperson, Internal Procurement and Disposal Committee, Ministry of Lands, now invites suitably qualified consulting firms (“Consultants”) to submit sealed expressions of interest for consulting services for design and supervision. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment.

3.0 The project is sub-divided into the following Six (6) lots:

4.0 The short-listing criteria is:

Qualification on the field of assignment

The consultant shall provide sufficient resources to carry out the design services for the road as required under the assignment and the minimum requirements for the key professional staff are as indicated below;

  1. Highway Design Engineer/Team Leader: with a minimum qualification of B.Sc. in Civil Engineering. registered and paid up member with Malawi Engineering Institution, and must have at least 15 years of working experience in road works, and should have undertaken at least 10 feasibility study and detailed design projects as a Highway Design Engineer.
  2. Materials Engineer: with a minimum qualification of B.Sc. in Civil Engineering, registered and paid up member with Malawi Engineering Institution, and must have at least 10 years of working experience in road works, and should have undertaken at least 6 feasibility study and detailed design projects as a Materials Engineer.
  3. Structural/Bridge Engineer: with a minimum qualification of B.Sc, in Civil or Structural Engineering, registered and paid up member with Malawi Engineering Institution, and must have at least 10 years of working experience in road works and structures, and should have undertaken at least 6 feasibility study and detailed design projects as a Bridge Engineer
  4. Environmental and Social Expert: with a BSc. in Environmental Science or its equivalent and must have 8 years of working experience, and should have undertaken at least 5 feasibility studies and detailed design projects as an Environmental and Social Expert.
  5. Engineering Surveyor: Professionally qualified technician with BSc in Land Surveying and should be registered and paid up member with Surveyors Institute of Malawi and should have 8 years of work experience, and should have undertaken at least 5 feasibility studies and detailed design projects as a Land Surveyor.

The consultant’s personnel, nominated for this project, shall be suitably qualified and experienced. As a guide, the following is an indication of the minimum level of training and experience expected of the key members of the Consultants supervision team:

(a) Resident Engineer:

A professionally qualified Civil Engineer with a minimum qualification of BSc. in Civil Engineering or its equivalent and should be registered and paid up member with Malawi Engineering Institution, with a minimum of 15 years’ experience of which at least ten (10) years must have been in the design and supervision of road construction works. Candidates must have documented experience in the position of Resident Engineer on at least five (5) projects of a similar size and nature in the general region of Sub Saharan Africa.

(b) Materials Engineer

A minimum qualification of BSc. in Civil Engineering or equivalent and should be registered and paid up member with Malawi Engineering Institution and at least ten (10) years working experience in supervision of road works as a Materials Engineer with documented experience in the capacity of Materials Engineer on at least three (3) road projects of similar size and nature in the Region of Sub Saharan Africa

(c) Measurement Engineer

A minimum qualification of a BSc. in Civil Engineering or Quantity Surveying or equivalent, and should be registered with relevant professional bodies in Malawi and at least ten (10) years working experience in supervision of road works as a Measurement Engineer with documented experience in the capacity of Measurement Engineer on at least three (3) road projects of similar size and nature in the Region of Sub Saharan Africa

(d) Bridge Engineer

A minimum qualification of BSc. in Civil Engineering or the equivalent and should be registered and paid up member with Malawi Engineering Institution and at least ten (10) years of working experience in supervision of road works as a Bridge Engineer with documented experience in the capacity of Bridge Engineer on at least three (3) road projects of similar size and nature in the Region of Sub Saharan Africa

(e) Environmental and Health Expert

A minimum qualification of a degree in a relevant discipline and 5 years’ general related experience in the implementation of environmental management requirements and the monitoring and implementation of environmental and health requirements on three (3) construction projects.

(f) Social and Safety Expert

A minimum qualification of a degree in a relevant discipline and 5 years’ general related experience in the implementation of social management requirements and the monitoring and implementation of social and safety requirements on three (3) construction projects.

(g) Land Surveyor

A minimum qualification of BSc in Land Surveying and should be registered with the Surveyors Institute of Malawi with previous experience of at least five (5) years in setting out and survey control with documented experience in the capacity of Surveyor on at least three (3) road projects of similar size and nature in the Region of Sub Saharan Africa

(h) Materials Technicians

A minimum qualification of either a BSc Degree in Civil Engineering and 2 years’ experience in materials testing or a Diploma in Civil Engineering and 3 years experience in materials testing on a road project in the Sub Saharan Africa Region and should be registered and paid up member with Malawi Engineering Institution.

(i) Roads Inspectors

A minimum qualification of either a Diploma in Civil Engineering and 5 years’ experience in a site capacity on road works in the region or a NCIC Grade Il Roads Foremanship Certificate or Ministry of Works Certificate with at least 10 years of working experience in road works.

All the firms should be eligible by showing their legal status in accordance with the laws of Republic of Malawi and have the following valid certificates:

  1. Certificate of registration with registrar of business names.
  2. National Construction Industry Council.
  3. Tax Clearance Certificate from Malawi Revenue Authority.
  4. VAT Registration certificate
  5. PPDA Certificate

4.1 Core business and years in business

The Consultant should indicate its core business and the number of years they have engaged in similar assignments.

4.2 Availability of appropriate skills among staff

The Consultant should provide the academic and professional qualifications and experience of the proposed staff, showing that the professionals are properly registered in their profession.

4.3 Client references

The consultant should provide traceable references of past clients for which similar services have been provided The information shall include addresses, contact numbers, names and email addresses.

4.4 Financial strength

The information provided in paragraph 4.3 should include the contract values.

5.0 Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. However, a consultant in joint-venture as lead consultants nor a lead consultant cannot also be included as a sub-consultant in other submissions.

6.0 The Consultant will be selected in accordance with the Public Procurement and Disposal of Asset Act 2017 and its subsidiary regulations of 2020 with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

7.0 The Expression of Interest will be evaluated in accordance with the Public Procurement and Disposal of Asset Act of 2017. Participation is open to all eligible bidders. ONLY SHORTLISTED CONSULTANTS SHALL BE INVITED TO SUBMIT THEIR PROPOSALS.

8.0 No member of staff for the Ministry of Lands or its affiliates is allowed to bid.

9.0 Bidders must submit one ‘Original’ and two copies of Expression of Interest documents and further information can be obtained at the address below from 08:00 to 12:00 and from 13:30 to 16:30 hours, Monday to Friday except public holidays.

10.0 Expressions of Interest clearly labelled “Expression of Interest for Consultancy to Provide Consultancy Services for Design and Supervision of Access Roads at Area 46; OR Area 41,17 and 34; OR Area 43 sectors 5 and 7 in the city of Lilongwe OR Kanjedza Earth Station and Chigumula in the City of Blantyre, must be deposited in the tender box at the reception of the address below on or before Tuesday, 3rd September, 2024 before 10:00 hours, local time.
