Backgrounds

World Vision (WV) is a global Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision started its operations in Malawi in 1982 and has over the years worked in a number of communities with an overall aim of improving the well-being of children through development program approach.

World Vision Malawi (WVM) is seeking the services of a competent consultant to conduct a research study to investigate the factors influencing revenue generation of its solar-powered irrigation schemes compared to motorized pumped systems. The goal is to explore potential differences in revenue generation between these methods, identify specific contributing factors, and provide insights into the performance and financial viability of solar-powered irrigation. The findings will inform strategies to enhance the effectiveness and adoption of solar-powered irrigation schemes.

Specific Objectives:

  1. Investigate the operational processes and management practices of solar-powered irrigation schemes (SPIS) to pinpoint inefficiencies impacting revenue generation.
  2. Examine the gender dynamics within World Vision’s solar-powered irrigation schemes (SPIS) and motorized pumped systems to understand how gender roles, access to resources, and decision-making processes influence revenue generation
  3. Conduct a comparative analysis of revenue generation between solar-powered irrigation schemes (SPIS) and motorized irrigation technologies to assess economic viability and financial sustainability.
  4. Analyze market dynamics and community perceptions surrounding SPIS adoption to understand their influence on revenue generation.
  5. Evaluate the technological infrastructure and maintenance protocols of SPIS to identify technical barriers contributing to poor revenue performance.
  6. Examine the policy and regulatory framework governing solar-powered irrigation schemes (SPIS) implementation to identify its impact on revenue generation and long-term sustainability.

Qualification and requirements for the Consultants

  • PhD in Agricultural Economics, Rural Development, or related fields.
  • Proven experience in researching irrigation systems, particularly solar-powered schemes.
  • Strong analytical skills, including experience with quantitative and qualitative data analysis.
  • Excellent communication and report-writing skills.
  • Familiarity with the agricultural context in Malawi is an advantage

Financial Proposal – The financial proposal should specify the daily professional fees, other costs such as travel expenses, DSA for the evaluation team, stationery and communication expenses quoted in separate line items. Please ensure that the financial proposals are costed separately for each AP.

Note: The financial proposal should be submitted separately from the Technical Proposal.

The Terms of Reference will be sent through a sourcing event from COUPA- World Vision International procurement online system within 24hrs upon receipt of an email of expression of interest from the bidder. Expression of interest should not be sent later than 31st July, 2024.

Proposal Submission Details

Submission of tenders should be on or before Friday the 2nd August 2024 at 12:00hrs.

Proposals must be sent by email to: COUPA- World Vision International procurement online system containing One Technical proposal (Zipped folder) named: “Technical proposal End of Program Evaluations” and Financial proposal (Zipped folder) labelled “Financial proposal for End of Program Evaluation”.
